PVC offset bend for a rainwater downpipe, used to step the pipe from the gutter outlet back towards the wall.

An offset bend shifts the line of a downpipe sideways. It is most often used at the top of the pipe, where the gutter outlet sits out at the eaves and the downpipe has to run back against the wall. This one is PVC, for PVC rainwater systems.
